I feel like 'RGU is not yuri' is probably just the natural end point of a media culture where, thanks to the way media are marketed, genre is no longer 'an established literary tradition with set forms and styles that follow particular social conventions'... instead genre is primarily 'the tag I use to find media I like'.
So when someone comes across something they're not a big fan of, their instinct is to say 'this isn't *genre*' because it's frustrating to them personally that it is grouped with other media they do like.
The nuance of 'genre' is always going to lose out to the pragmatism of 'I need to be able to find media I like and the only tools the corporations have given me are a string of bizzare algorithm variables like swoonworthy, romance anime, and based on manga.'
Add in the instinct people seem to have to gatekeep and stereotype media consumption in order to create social in groups and out groups, and you basically have a media culture where people find it totally normal to run purity tests on their Netflix categories.
